Gov't to Open 11 Infrastructural Project Items to Chinese Investors

Taipei, May 12, 2009 (CENS)--The government will open three major kinds of infrastructural projects, airport, harbor, and tourist site facilities, to Chinese investments during the first phase, totaling NT$200 billion in scale this year, said Fan Liang-yeou, chairman of Public Construction Commission (PCC), under the Executive Yuan, yesterday (May 11).

Eleven project items under the three categories will be included in the list for Chinese investments, including No. 36 dock of Kaohsiung Harbor, land development project of Kaohsiung Harbor area, special industrial zone of Taichung Harbor, Nanwan recreational area, Anping coastal recreation area, and Penghu international vacation area.

The list was finalized at a meeting yesterday, convened by PCC and attended by representatives of related government units, including the Ministry of Interior, the Mainland Affairs Council, the Ministry of Economic Affairs, the Ministry of Transportation and Communications, the National Science Council, the Ministry of Education, and the Council of Labor Affairs.

China, in fact, already agreed to the list of 11 items previously.

Fan Liang-yeou pointed out that Chinese enterprises will have to invest in those projects in BOT (build-operate-transfer) method, adding all the 11 items don't involve national security. Chinese investors will also have to compete with domestic and foreign enterprises in open bidding.

Of the 11 items, those under airport facilities include value-added operating facilities, such as factory, warehouse, processing, transportation; aviation business office or transit system; aviation training facilities, transit hotel, exhibition hall, international convention center, and parking lot.

Those under harbor facilities include facilities for vessel entry and exit, docking, cargo loading/unloading, warehousing, and passenger services; yacht harbor and related facilities, breakwater.

Those under recreational facilities include hotel, restaurants, external-link transportation facilities.
